A Financial Diplomat Joins TCW


The TCW Group [profile] is boosting its emerging market operations with the hiring of David Loevinger, a former senior coordinator for China affairs with the Treasury Department.

As TCW's new managing director and sovereign analyst in the emerging markets group, Loevinger will help develop the strategy and investment recommendations for TCW and MetWest funds in emerging countries in Asia.

Blaise Antin, head of sovereign research, said in a phone interview that TCW has been especially interested in expanding its emerging markets business in China. He expects that Loevinger's local business and policy expertise and extensive network in the region make will broaden TCW's access to assets in China and across Asia.

"China is a very complex economy," Antin said. "Someone who understands the decision-marking process and the broader landscape like David has a very big role to play."

Other Asian countries TCW is currently active in include Indonesia, Korea, India and Malaysia.

While at the Treasury, Loevinger also served as a minister counselor for financial affairs at the U.S. embassy in Beijing and deputy assistant secretary for Latin America, Asia, Africa and the Middle East. Prior to that, he was an economist for the International Monetary Fund, and has also worked with the Office of the U.S. Trade Representative, the Senate Banking Committee, and the U.S. Commerce Department.

Loevinger, who started at TCW this week, will be based in the company's Los Angeles headquarters.

David is a veteran financial diplomat who has led the U.S. Treasury Department’s engagement with China. In his role at TCW, David will leverage his deep knowledge of China and Asia, and his extensive network of relationships across the region, to help develop the strategy and investment recommendations for TCW and MetWest funds in emerging Asia.

With more than $9 billion in emerging markets assets under management, TCW’s emerging markets platform is experiencing robust growth, and the firm continues to reinvest in its team and research capabilities. David’s addition to the TCW Emerging Markets Group broadens its ability to invest in debt and equity across numerous funds and strategies.

David joins TCW from the U.S. Treasury Department, where he was senior coordinator for China Affairs and the U.S.-China strategic and economic dialogue. While at Treasury, he also served as minister counselor for financial affairs at the U.S. embassy in Beijing and deputy assistant secretary for Latin America, Asia, Africa and the Middle East.

David was previously an economist for the International Monetary Fund and also worked in the office of the IMF’s U.S. executive director. He started his career in the Office of the U.S. Trade Representative, the Senate Banking Committee, and the U.S. Commerce Department. He earned a master’s in public policy from Harvard University’s Kennedy School of Government and a bachelor’s in economics from Dartmouth College.

David will be based in TCW’s Los Angeles headquarters.
