Allen and Drahzal Expand Their ETF Suite to 12

The team at a Southeastern fund firm is expanding their ETF lineup to 12 with a triple rollout this week.

On Wednesday, John Drahzal, president and CEO of Horizon [profile], and Clark Allen, head of product, unveiled the launch of the Horizon International Equity ETF (FRGN on the NYSE Arca), the Horizon International Managed Risk ETF (SFTX), and the Horizon Small/Mid Cap Core Equity ETF (SMOX). Charlotte, North Carolina-based Horizon Investments, LLC serves as investment advisor to the new funds, while Oklahoma City-based Exchange Traded Concepts, LLC serves as subadvisor.

SMOX, SFTX, and FRGN's inception date was Tuesday (December 2). FRGN and SMOX each come with expense ratios of 75 basis points, while SFTX's expense ratio is 82bps. FRGN now has about $2.529 million in AUM*, SFTX, now has about $2.528 million*, and SMOX now has about $1.007 million*.

All three new ETFs feature the same four-person PM team. That team's portfolio managers include:
  • Mike Dickson, head of research and quantitative strategies at Horizon;
  • Zachary Hill, head of portfolio management;
  • Scott Ladner, chief investment officer; and
  • Allen himself.

  • Horizon entered the ETF space in January of this year with its first launch, followed by launches in June and July.

    "We've gone from zero to a dozen in less than a year, and we're just getting started," Allen states. "SFTX, SMOX, and FRGN are additional examples of outcome-oriented building blocks advisors can use to help clients pursue their financial goals."

    Drahzal puts this week's launches in the context of his team's "relentless drive for innovation" and emphasis on boosting "advisor freedom and flexibility in how they help their clients pursue what matters most."

    "I am deeply proud of our team and their work this year to bring 12 strategies to market," Drahzal states.

    SMOX, SFTX, and FRGN, following in the footsteps of Horizon's first nine ETFs, are each actively managed series of Horizon Funds. The new funds' other service providers include:
  • Cohen & Company, Ltd. as independent accounting firm;
  • Kilpatrick Townsend & Stockton LLP as counsel;
  • ACA Foreside's Quasar Distributors, LLC as distributor;
  • U.S. Bancorp Fund Services, LLC (dba U.S. Bank Global Fund Services) as administrator, dividend disbursing agent, fund accountant, and transfer agent; and
  • U.S. Bank, N.A. as custodian and securities lending agent.

  • *As of December 4, 2025 (yesterday).
