Morningstar continued explaining ratings changes this week, letting readers know just why some funds went up or down, and explaining some funds that are rated for the first time.

The two newly rated funds were the Fidelity Intermediate Bond and the T. Rowe Price International Bond.

The upgraded funds are: Fidelity Small Cap Discovery, Fidelity Small Cap Value, American Funds Capital World Growth & Income, Aston/Tamro Small Cap.

The downgraded funds are: T. Rowe Price Small-Cap Value and Bogle Small Cap Growth.
