Background:

David Welliver founded the now-defunct Dblaine Capital in 2005. Dblaine filed to launch its only mutual fund -- the Dblaine Fund -- in the fourth quarter of 2009, then later acquired the assets of Bryce Funds and merged them in with the Dblaine Fund.
Dbaline liquidated the fund in August 2011. In October 2011, the SEC filed a lawsuit against Welliver and Dblaine Capital alleging improper dealings and fraud. In August 2015, federal prosectors indicted Welliver, and in July 2016 he pled guilty to securities fraud.
